The driving force behind SPREP’s involvement in MTP is the immense burden of waste accumulated in Pacific Island Countries and Territories (PICTs). Many of these islands lack the specialised infrastructure necessary to process hazardous materials and large quantities of plastic. This waste poses a significant environmental threat, as it is frequently washed into the surrounding seas during tropical cyclones and floods.

The MTP utilises empty shipping containers which would otherwise return to port unfilled to move stockpiles of waste to modern recycling markets, ultimately ensuring a cleaner and safer living environment for the people and ecosystems of the Pacific.
SPREP assesses applications to confirm that the waste meets the defined eligibility criteria, including non-commercial status and alignment with the approved waste categories.
SPREP advises shippers on waste type identification, contamination assessment, and other required information, ensuring accuracy and compliance before shipment.
SPREP assists shippers in understanding and navigating Multi-lateral Environmental Agreements (MEA) requirements, including obtaining approvals under the Basel, Waigani, or related conventions, for hazardous waste movements.
SPREP can help shippers locate licensed, willing, and environmentally sound facilities capable of receiving the waste at the final destination, though direct coordination is the shipper’s responsibility.
Once all supporting details are received, SPREP validates the submission, notifies shippers of approval outcomes, and initiates coordination with Swire Shipping for the next steps.
SPREP offers expert support on biosecurity, import/export permits, licensing requirements, and timeframes, empowering shippers to meet all environmental and legal obligations.
