The Moana Taka Partnership is a regional initiative that supports the removal of non-commercial recyclable and hazardous waste from Pacific Island Countries and Territories, using available shipping capacity to transport waste to licensed recycling or disposal facilities.

MTP is intended for Pacific Island governments, public authorities, recycling and collection facilities, and approved organisations that lack local capacity to safely manage certain waste streams.

Eligible waste streams include plastics, paper, cardboard, glass, used oil, e-waste, ozone depleting substances, and other non-commercial recyclable or hazardous materials approved under the programme.

No. MTP supports non-commercial waste only. Commercial waste streams are not eligible for shipment under the partnership.

Participation is open to all SPREP member Countries and Territories. However, Swire Shipping does not service all SPREP member ports. Where a shipment requires transfer via a feeder vessel to connect with the Swire Shipping network, any additional costs will be the responsibility of the applicant.

Applications are submitted through the MTP website. Each application is assessed for eligibility and feasibility before a decision is issued.

Once submitted, applications are reviewed for completeness and eligibility by SPREP, followed by a shipping feasibility assessment by Swire Shipping. Applicants are informed of the outcome and any next steps through the portal or email.

Both SPREP and Swire Shipping aim to provide an initial response to applications and queries within ten (10) working days of receipt.

Applicants are responsible for local costs such as collection, packaging, storage, cartage, local charges and any required permits prior to shipment.

Waste is shipped to licensed recycling or treatment facilities within the Asia Pacific region that have appropriate capacity to manage the material safely. Applicants are responsible for identifying these facilities and making all necessary arrangements in advance. Swire Shipping and SPREP do not participate in discussions or negotiations with receiving facilities

All shipments must comply with applicable national and international controls, including requirements related to transboundary movement of waste. All regulatory documents are vetted by SPREP.

Shipments use available capacity on scheduled Swire Shipping services. Availability may vary by route, vessel, port, and timing.

MTP maintains consolidated records of shipment volumes, waste types, and participating countries. Summary data is published on the website and updated annually.

There is no fixed quota; however, approvals depend on waste eligibility, feasibility, available capacity, and regulatory requirements.
